NOTICE OF INTENT TO ADOPT THE 2023 NATIONAL ELECTRICAL CODE
Notice is hereby given pursuant to Wyoming Statute §16-3-103 that TETON COUNTY, WYOMING intends to consider the adoption of the 2023 National Electrical Code with local amendments. All interested parties may obtain a copy of the proposed rules at the Jackson Hole Fire/EMS Administration Building located at 40 East Pearl Ave. in Jackson, specifically, Butch Gosselin, Chief Electrical Inspector of Teton County. NOTICE OF INTENT TO ADOPT FEE AMENDMENTS TO TETON COUNTY/JACKSON RECREATION CENTER
Notice is hereby given pursuant to Wyoming Statute §16-3-103 that TETON COUNTY, WYOMING intends to consider the adoption of fee amendments to Teton County/Jackson Recreation Center including increases to facility use, general admission, equipment rental, and other associated facility fees. The proposed fee amendments are intended to be implemented in two phases, first being January 1, 2024 for Aquatic and Gym facility rental, and second being the opening of the expanded facility for general admission, equipment rental, the purchase of goods, and other associated fees.
All interested parties may obtain a copy of the proposed fees at the Teton County/Jackson Recreation Center located at 155 East Gill Avenue, Jackson, Wyoming. The proposed fees are also posted here. Comments can be submitted by clicking here.
A hearing to take testimony on the proposed rules shall be held at the Parks and Recreation Board on May 11, 2023 at 5:00 PM at the Teton County Commissioner’s Chambers located at 200 S. NOTICE OF INTENT TO ADOPT THE 2021 INTERNATIONAL ENERGY CONSERVATION CODE
Notice is hereby given pursuant to Wyoming Statute §16-3-103 that TETON COUNTY, WYOMING intends to consider the adoption of the 2021 International Energy Conservation Code, as amended shall apply throughout the unincorporated area of Teton County, Wyoming.
All interested parties may obtain a copy of the proposed rules and the proposed amendments to the 2021 IECC as proposed by the County Building Official, at the County Building Division, specifically, Billy Nunn, County Building Official, located at 200 S. Willow St., Jackson, Wyoming. Proposed rules can also be viewed by clicking HERE. Public comment can be sent to bnunn@tetoncountywy.gov.
A hearing to take testimony on the proposed rules shall be held on May 2, 2023, at 9:00 a.m. during the regular meeting of the Teton County Board of County Commissioners Meeting at the County Commissioner’s Chambers located at 200 S. Willow St., Jackson, Wyoming. Pursuant to W.S. §9-5-304, the agency anticipates non-applicability to the Wyoming Regulatory Takings Act. It is anticipated that if approved the 2021 IECC shall become effective on June 1, 2023.

NOTICE OF INTENT TO ADOPT FEES FOR THE TETON COUNTY TRASH TRANSFER FACILITY, RECYCLING CENTER, AND HOUSEHOLD HAZARDOUS WASTE FACILITIES
Notice is hereby given that a Public Hearing will be held by the Teton County Board of County Commissioners for the purpose of considering Fees for Integrated Solid Waste and Recycling pursuant to Wyoming Statute §16-3-103. The Public Hearing will be held in the Commissioners Meeting Room of the Teton County Administration Building at 200 S. Willow Street in Jackson, Wyoming, on May 16, 2023, in a regular meeting that begins at 9:00 a.m.
Information regarding the fees and the proposed fees may be obtained from the Integrated Solid Waste and Recycling Division, Monday through Friday, 8:00 a.m.to 5:00 p.m., by telephone at 307-733-7678, in person at 3270 S. NOTICE OF INTENT TO ADOPT TETON COUNTY PUBLIC TRANSIT TITLE VI (CIVIL RIGHTS) RULES
Notice is hereby given pursuant to Wyoming Statute §16-3-103 that TETON COUNTY, WYOMING intends to consider the adoption of Teton County Public Transit Title VI (Civil Rights) Rules. The proposed rules will be adopted to protect individuals from being discriminated against based upon race, color, or national origin in transit related activities and programming in violation of the Civil Rights Act of 1964 and related federal law and regulations and the rules address the responsibilities of Teton County as a recipient of federal assistance provided through and administered by the Federal Transit Administration (FTA). All interested parties may obtain a copy of the proposed rules at the Teton County Clerk located at 200 S. Willow St., Jackson, Wyoming. The proposed rules are posted HERE.

The hearing will be held in the County Commissioners chambers inside the Teton County Administration Building located at 200 S. Willow Street. The Title 1- Facilities Rules and Regulations was approved by the Board of County Commissioners in December 2018 and revised in 2020. Revisions currently proposed include the following:
- Chapter 1- Clarification of office hours and animals in buildings
- Exhibit A- Updates to limited use, fee basis and leasable space

NOTICE OF INTENT TO ADOPT REVISIONS TO TITLE 2 - PROCUREMENT RULES AND REGULATIONS
In January 2019, the current Teton County Rules and Regulations went into effect. Title 2- Procurement, is being revised at this time to clarify some sections. Overview of the changes:
- Chapter 1 – none
- Chapter 2 – Amount increased from $5000 to $7500 before informal bid process must be completed. Clarification was made to the Information Technology purchasing. Section for Federal Funds was added.
- Chapter 3 –Additional details were added to the RFQ process.
- Chapter 4- Clarification was made to type of bonds required.
- Chapter 5- Clarification was made to the vendor suspension section. Resident bidder preference was removed.
- Chapter 6- None.
- Chapter 7- Definition for Responsible bidder was added.

NOTICE OF INTENT TO ADOPT FAIRGROUNDS FACILITY FEES
The Teton County Fairgrounds hosts a variety of events and activities on the Fairgrounds, specifically in the Exhibit Hall, Grassy Arena, and in the Heritage & Rodeo Arenas. The Facility Fees clarify the rental, use, and charges for all facilities on the Fairgrounds that are available for public use. The updated facility fees may potentially increase revenues for the Teton County Fairgrounds.

NOTICE OF INTENT TO ADOPT REVISIONS TO JACKSON/TETON COUNTY HOUSING DEPARTMENT RULES AND REGULATIONS
In June of 2018, the Town Council and Board of County Commissioners adopted the Jackson/Teton County Housing Department Rules and Regulations. Staff brings proposed changes to the Council and Board annually for approval.
On February 28, 2022, the Town Council and Board of County Commissioners identified a list of topics to be analyzed by staff and discussed at the annual Rules and Regulations Update.
On June 13, 2022 and July 6, 2022, the Council and Board considered the list of topics and directed staff to make changes to the Rules and Regulations.

WILSON DOWNTOWN IMPROVEMENT PLAN
Teton County, in partnership with the Wyoming Department of Transportation (WYDOT), Federal Highway Administration (FHWA), and the community of Wilson, has developed a preliminary concept to safely accommodate motorists, transit users, bicyclists, and pedestrians on and parallel to Wyoming Highway 22 through Wilson from approximately Elliott Cemetery Road to Wenzel Lane. The Planning Team is looking for feedback from the public via a virtual open house that will be open through May 17, 2021. TRIBAL TRAIL CONNECTOR ROAD
Teton County is in the preliminary stages of an environmental study, design, and potential construction of the 2,600-ft long (approximately 0.5-mile) segment of Tribal Trail Road that extends from Cherokee Lane North to Wyoming Highway 22 (WYO 22). The Wyoming Department of Transportation (WYDOT) is serving as an agent to the project to deliver the project and implement the National Environmental Policy Act (NEPA) process. An Environmental Assessment is being prepared consistent with NEPA. Teton County is currently seeking feedback from the community on the Tribal Trail Connector Project.
